How could I convince my mother to crank down the AC?

She keeps the house at 16 C because she's overweight and has menopause. It's expensive and bad for the environment. We pretty much wear our winter coats inside and it's summer! My room's in the basement so it's even worse. There's 4 of us and 1 of her.
