What are those weird little laws?!?

Only thing I could come up with are case laws (precedent laws). I highly doubt this would have been made by the ping of a bill. It's unique nature would have to mean that it must have been something that actually happened; which would explain why there's a law for it. When a law is made by a court order it's called a precedent.
